Xbox live Api REST


I need to access the Xbox live api in my Android, iOS, and Windows project via a restful web service.
But I don't know how to access it. I've been told I don't need to be in the id#xbox program.
But I've also been told that's only for games. My app relies on Xbox live login and friends list.
So if someone can please guide me in the right direction, that would be great. Kind of tired of being redirected by support team.

The Xbox Live Creators Program is targeted at bringing Xbox Live to UWP games - and bringing those UWP games to the Xbox One console. This program is still in development (hence the Insider Program we are in right now) and so we aren't actively supporting
apps at this time.
We are investigating further enabling this capability to even more developers to add Xbox Live to applications - and your input is super valuable for us as we build out our plans. Please add your scenarios and asks here: Xbox

The current iteration of the Xbox Live Creators Program only supports Windows 10 and Xbox One. You will not be able to access Android or iOS APIs at this point in time.
Does this mean that developers of XBox and Windows 10 apps - not just games - can access XBox Llive APIs for use in their apps?
