Running into issues Visual Studio 2017 ,and Deployment (Xbox One Creator's Collection Game)


Hello Everyone my name is Jason of Xavier Orion Games.
I'm working on porting my game Booty Diver over to Xbox One via the Creator's Program. The game was built in Construct 2 ,and i'm using Visual Studio 2017 for Xbox testing ,and package building.
I originally submitted a build 2 days ago that failed because i didn't have the gameplay blocked from proceeding if the player refused to give profile information when it asked to sign.
Leading up to this build i had some growing pains getting things running properly with VS2017 ,but i thought i had it down to a science. Then after i got the fail notice ,and went to remedy the issue they wanted fixed to pass it ,and here is where the nightmare
starts.
First i started getting an error stating Windows RT was available ,but Xbox Live wasn't. So i tried restarting the build by deleting what i had ,and re-exporting from Construct 2 then start over in VS2017 which mean redownloading the Xbox Live packages via
NuGet, and re associating it with the store. (this worked for the last build)
I'm quite a bit of a noob when it comes VS2017 ,and things like that.
I have the game set up to sign in silently unless it's unable to do that then to prompt you for a sign in thus requesting profile information. Since i had already ran the game before under my account it was signing me silently. So i got the wise idea to
try to remove the data for the game that would hold the sign in information. So i went under Apps & Features found my game Booty Diver clicked on Advanced Settings told it to Reset Data. Figured okay we should be good to go.
But, no...When i went to go relaunch i began getting errors telling me that the game needed to be deployed before it could be started. I went back to my old standby fix of starting over as that always seemed to work before.
I would re-export from C2 ,and upon first loading up the project in VS2017 testing it on the PC it would run fine (i usually test first on PC to make sure everything is running right before connecting up to my Xbox One)
Then i would re-download the Xbox Live packages again from NuGet ,and test things were working as i would get a prompt to sign in ,but when i tried to it would tell me i couldn't sign in with an error code.
So i figured okay maybe it's because it's not associated with the store yet so then i would do that ,and as soon as i would do that i would get the cannot deploy unless started first errors all over again. I've retried this numerous times over the past 24
hours ,and i'm ready to put my head through the laptop i am so frustrated.
I've even tried uninstalling ,and reinstalling VS2017 thinking maybe something got screwed up when i reset Booty Diver's data ,but that didn't help either.
Before anyone asks YES I HAVE IT SET TO BOTH BUILD ,AND DEPLOY UNDER THE CONFIGURATION MANAGER (Debug; x64) I'm mentioning this because i seen that brought up as a solution to developers doing Phone/Touch Device development.
I've also tried switch the target version ,and that doesn't help either.
Here are the errors & codes i'm getting:
When trying to sign in i get 0x80860003 We can't sign you in to Xbox Live right now. Try Again in awhile
Upon trying to deploy after associating the title with the store i get
The project "Booty Diver" needs to be deployed before it can be started
Then in the error output i'm noticing these errors/warnings
! MSB3842 Project "Booty Diver" depends upon SDK "Visual C++ 2015 Runtime for Universal Windows Apps v14.0 which supports apps targeting UAP 10.0
Along with an error that reads
DEP0700: Registration of app failed. [0x80073CF9] Another user has already installed an unpackaged version of this app. The current user cannot replace this with a packaged version.
Then it states what the conflicting package is ,and who it was published by
I have screenshots of all this ,but the site won't allow me to post them.
Please someone help me sort this mess out before i go nuts!!

I don't know what's causing your issue, but I recommend you talk to Construct 2 support as they should be able to get you sorted out. 
For the error
DEP0700: Registration of app failed. [0x80073CF9] Another user has already installed an unpackaged version of this app. The current user
cannot replace this with a packaged version.
that usually means another user on your system installed the UWP app and therefore the current user can't uninstall it. You can follow the steps in this post to fix:
