MS developer network

I'm developping a controller for combined heat power devices, a Raspberry Pi shall measure temperatures and receive measuring data from electric counters (e.g.
ISKRA MT 174), therefore an infrared interface is needed. I didn't find any device on the supported hardware list yet.
I have a running solution only with linux (reading the data,
USB infrared receiver/transmitter), but I want a complete windows solution. I am experienced in C/C++ (at least on x86 architecture, the ARM would be new ground) and would try to program a driver myself if needed.
So does anybody have advices / hints ? Working receivers / transmitters ? Starting points ? Theoretically usable sensors ? Any help is appreciated

I don't know if you are still looking into this. I don't know what your use case is. A could of options for you: SPI based Thermal camera, like the FLIR Lepton or an IR sensor like the MLX90614.

Another option would be combining Arduino for IR communication and Raspberry Pi 2/3 with Windows IOT Core to process data.

Thanks, but thermal wouldn't help. The counters cannot be read by thermal cameras, they have an optical display, and additionally an IR interface. So an IR sensor would be necessary. I'll check the MLX ...
